6. The Changing Face of ASCs

The rapid growth of the ASC industry since 2000, coupled with countervailing forces, has created a
need for ASC owners to explore other avenues for revenues. Declining reimbursement rates for certain
specialties and efforts by hospitals to serve as a payor’s exclusive provider of outpatient surgery can make
it difficult for ASCs to achieve their operating forecasts. This presentation will review some of the new opportunities ASCs are exploring, along with the roadblocks they encounter as a result.
7. Standards for Tennessee CPAs: Important Ethical Concepts, Principles and the Rules for CPAs in Tennessee

The State of Tennessee’s budget woes have necessitated changes in every department, and TennCare is
no exception. The state is currently studying ways to reform its payment to long-term care providers. The
Long-Term Care Options Act is a little over a year old. The state is transitioning long-term care payment
to the MCOs. The national economy has been in turmoil since last fall. Now, how do we as CPAs help our
nursing home clients survive in this environment?

including physician integration models and joint ventures between hospitals and physicians under the Stark
and Anti-Kickback laws. Topics include pros and cons of physician direct employment by hospitals vs. group
practice subsidiaries, compensation of physicians through personal services arrangements, "gainsharing"
arrangements and difficulties for restructuring "under arrangement" deals after Oct. 1, 2009.

17. CMS’s Recovery Audit Control Program (RAC): Illusion vs. Reality
David Whittaker, Director, CHS Central Appeals, Community Health Systems, Franklin, Tenn.
CMS giveth and CMS taketh away; blessed be the name of CMS. The Centers for Medicare and Medicaid
Services (CMS) fund healthcare for the elderly, disabled and economically challenged. CMS has long
believed that payments made to hospitals and other healthcare providers are incorrect and result in the loss
of billions of dollars each year. In an attempt to uncover economic abuse and recover "misappropriated"
funds, Congress passed the Tax Relief and Health Care Act of 2006 (TRHCA), which mandated Recovery
Audit Contractors (RAC). The Contractors are positioned to intensely and retrospectively audit billing, coding
and medical necessity of Medicare claims. The healthcare industry is threatened with the loss of billions of
revenue dollars sorely needed to maintain, repair and advance quality healthcare in this country. Considering
the start-up problems the RACs have experienced, which have already delayed the program for over a year
from its mandated implementation, will CMS be able to successfully comply with Congress’s mandate?
And if it does, will the industry be able to sustain the level of care currently provided? Attendees will gain an
understanding of the dilemma in which healthcare providers find themselves. |

Cancellations and Substitutions: Cancellations received by Nov. 22 will be assessed a $30 administrative fee. Cancellations received between Nov. 22 and Nov. 29 will be subject to a cancellation fee of 50 percent of the program fee. No refunds are given on or after the date of the program. A $30 administrative fee will be assessed for all substitutions and transfers. Registrants may substitute another individual up to the day before the conference.
