Description

ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Deputy Chief Financial Officer in directing the financial management functions for the City of Memphis which includes financial accounting and reporting, accounts payables and receivables, supervision of payroll processing and the records management and retention for the City. Oversees the administration and total reporting responsibility in excess of $2 billion. Supervises the annual state required financial audit and the preparation, publication, and distribution of the City’s Annual Comprehensive Financial Report (ACFR) and the comprehensive quarterly reports in compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) principles and standards. Ensures the timely completion of the annual audits of the Retirement Systems (Fiduciary Funds), Enterprise Funds, and other required funds for the City. Ensures that all City financial transactions and record-keeping functions are in compliance with applicable state and federal laws, City ordinances and accounting and auditing principles.
Assists the CFO with the annual operating budget by providing review, analysis, insight, and recommendations of the operating plans. Works with the City’s Actuaries to ensure the completion of the annual actuary funding and accounting valuation for all the Retirement Systems and Retiree Health and Life Insurance Benefits (OPEB). Authorized signatory for the disbursements and to represent the City to banks and financial partners and work closely with banking representative to ensure proper safekeeping of the City’s liquid assets. Pension Board, the Pension Investment Committee, the Healthcare Oversight Committee, and other designated boards as required.
