Speakers

Paul H. Keckley, Ph.D.

Paul is Managing Editor of The Keckley Report, a healthcare policy analyst and widely known industry expert.

He is a frequent speaker and advisor to healthcare organizations focused on long-term growth, sustainability and advocacy strategies.

In addition to weekly Keckley Report, he has published three books and 250 articles. During the period preceding the passage of the Affordable Care Act, he facilitated sessions between White House Office of Health Reform and major health industry trade groups as private sector input was sought in the legislation.

He is an advisor to Erdman, Sullivan Cotter, Lumeris, Western Governors University and the Lipscomb University College of Pharmacy. He is a member of the Health Executive Network and Healthcare Financial Management Association .

Previously, he served as Managing Director of the Navigant Center for Healthcare Research and Policy Analysis (2014-2015), Executive Director of the Deloitte Center for Health Solutions (2006-2013), executive administration at Vanderbilt University Medical Center (1998-2006), Chief Executive Officer of PhyCor Management Corporation-the IPA Subsidiary of PhyCor Inc. (1994-1998) and Managing Partner of The Keckley Group, a health care research and policy analysis firm (1974-1994). He also served as Independent Chairman of Interdent, a California dental practice management company (1992-1996) and as an Adjunct Professor in the Schools of Medicine, Business and Health Policy at Georgetown University and Vanderbilt University.

He completed his B.A. at Lipscomb University, his M.A. and Ph.D. degrees from Ohio State University, and a fellowship in economic policy at Oxford University. He resides in Nashville, Tennessee, and enjoys golf, jogging, and the search for great coffee.

Lori Robbins, JD, LLM

Lori is a Managing Director at KPMG. Lori previously served as the Attorney-Advisor within the Department of the Treasury's Office of Tax Policy, specializing in healthcare and insurance tax issues. In her role at Treasury, Lori led the development of regulations and other guidance projects on a variety of issues under the Affordable Care Act as well as all guidance under Subchapter L of the Internal Revenue Code.

During her tenure at Treasury, Lori coordinated the development technical and policy issues with officials in the White House, the Department of the Treasury, IRS, the Department of Health and Human Services, and the Department of Labor regarding health insurance matters.

Lori is experienced with providing guidance on issues that have a broad impact on health insurance company taxpayers and other healthcare providers, including issues under the medical loss ratio rules, fees under sections 4375 and 4376, section 162(m)(6), and other Affordable Care Act provisions. Lori also has extensive experience in insurance tax issues, including those issues related to nonlife reserves, captive insurance companies, and other Subchapter L provisions.

Lori has experience representing taxpayers in matters before the IRS at Exam and Appeals levels, negotiating and drafting closing agreements for clients, and assisting clients with obtaining private letter rulings on the federal tax treatment of proposed transactions and other issues. She has also provided opinions on tax issues arising from transactions involving health insurance companies as well as healthcare providers and assists in due diligence with respect to mergers and acquisitions.

Will Cromer

Prior to his appointment as Executive Vice President and Chief Operating Officer of THA, Will Cromer most recently worked at a venture capital firm in Nashville that focuses on launching tech-enabled healthcare service companies. Previously, he served as deputy director and chief of staff at the Division of TennCare, where he assisted now THA CEO Dr. Wendy Long in managing and driving the priorities of the $12 billion Medicaid agency.

Prior to TennCare, Will served as Governor Bill Haslam's special assistant for strategy and policy director. In this role, he led the development and implementation of Haslam's policy agenda and served as a key advisor and member of the governor's senior team. Will developed legislation, oversaw strategic initiatives, assisted with budget development and served as a liaison to various state agencies and stakeholders, including TennCare and other healthcare-related agencies and organizations.

Before state government, Will was a senior member of Haslam's successful gubernatorial campaign and spent time in public policy roles in Nashville and Washington, D.C.

Will received a Master of Business Administration degree from Vanderbilt University and a Bachelor of Arts degree from Belmont University.

Perry Glen Moore, CPA, CIA

Dr. Perry Moore is the Charles E. Frasier Professor of Accountancy, Interim Director of the MAcc Program, and Director of Accreditation at Lipscomb University's Pfeffer Graduate School of Business. He is a Certified Public Accountant, a Certified Internal Auditor, and is Certified in Risk Management Assurance. A Nashville native, Perry graduated from Lipscomb with a degree in accounting and then completed his graduate studies at the University of Alabama and the University of Georgia.

For the Tennessee Society of CPA's, Perry is a member of their Scholarship Committee. Perry has also directed their "Accounting Academy", a program designed to attract high school students to accounting careers.

Perry is active in the Institute of Internal Auditors. He has served as a Past-President of their Nashville Chapter. Perry is also a Past-President of Delta Mu Delta, an international honor society for business majors, where he currently serves as Treasurer.

Perry provides training for CPAs across the state of Tennessee on Professional Ethics. He serves as a member of the CPE Standards Working Group for the National Association of State Boards of Accountancy (NASBA). In 2015, the Accreditation Council for Business Schools and Programs honored Perry with their International Teaching Excellence Award. In 2022, the AICPA honored Perry with the Mark Chain/FSA Innovation in Graduate Teaching Award. He has also received teaching awards from the Tennessee Society of CPAs, Lipscomb University, and the University of Georgia.

Shane Reeves

In 2018, Shane was elected as a Tennessee State Senator for the 14th district which includes Rutherford, Bedford, Marshall, Lincoln and Moore Counties.

Shane bought into the family pharmaceutical business, named Reeves-Sain Family of Medical Services, in Rutherford County. Shane and his partner, Rick Sain, built this small healthcare business, into a highly successful pharmacy enterprise reaching across the state of Tennessee with specialties in retail pharmacy, compounding, respiratory, infusion therapy, home medical equipment, immunizations, diabetic care , long term care pharmacy and MediPACK. Reeves and Sain sold their retail and specialty pharmacy, Entrust, in 2015. In 2016, Reeves launched a new pharmacy focused on servicing patients with chronic, complex and rare diseases in post-acute care settings called Twelve Stone Health Partners.

Reeves is very proud to serve as a deacon at the North Blvd. Church of Christ. He and his wife, Amanda, live in Murfreesboro with their three children, Will, Jack and Emma-White.

Nicole Watson, JD

With more than a decade of government affairs experience, Nicole Watson is recognized for her leadership and judgment in developing and executing effective legislative and government relations strategies across Tennessee and the Southeast. Nicole represents the interests of corporate clients, industry groups, professional associations and not-for-profit organizations before elected officials in the Tennessee General Assembly, the United States Congress and government officials in numerous local, state and federal agencies.

Nicole's experience includes drafting and negotiating legislation, assisting with regulatory and rulemaking compliance strategy and traditional lobbying to the state legislature, the state executive branch, congressional representatives, state and federal agencies, city councils, county officials and community leaders. Additionally, Nicole monitors legislative developments and educates clients on legislative processes, procedures and progress. She also manages political action committees (PACs) and fundraising programs for clients and provides guidance on grassroots advocacy efforts and the development of coalitions.

Prior to joining Waller, Nicole led government relations, public policy and economic development initiatives for a Chattanooga-based law firm. Earlier in her career she gained valuable government and regulatory affairs experience with Tennessee American Water Company and the Pet Industry Joint Advisory Council. While attending law school, Nicole served as a Federal Government Affairs Summer Associate for the National Rifle Association and a Government Relations Intern for a leading bipartisan government relations firm in Washington, D.C. Before attending law school, Nicole served as a congressional intern on Capitol Hill for United States Senators George Allen (R-Va.) and John Warner (R-Va.).

Shannon M. Stephenson, MBA, CPA

Shannon is the Chief Executive Officer at Cempa Community Care, a health center based in East Tennessee. She holds a master's in Business Administration, is a Certified Public Accountant in Tennessee, and has participated in numerous continuing education programs, including the Health Care Executive Program offered by the UCLA Anderson School of Management. Under her leadership, the organization has expanded access to the medically underserved, enhanced operational efficiency, achieved numerous programmatic goals, and was named Nonprofit of the Year and Best Place to Work in 2022.

With an entrepreneurial spirit and a passion for people impacted by the work that Cempa provides, she continues to make an impact by serving on local, regional, and national boards, educating around compliance, and providing mentorship and training opportunities across the country. As a doctoral candidate at the University of Alabama at Birmingham, Shannon is currently working on her dissertation, which focuses on the financial impact of health policies on safety net providers.

Stephen D. Sledge

Steve is an audit partner in KPMG’s Nashville office. He began his career with KPMG in Birmingham, Alabama and relocated to the Nashville, Tennessee office in 2002. Christopher S. Dunn, JD

Chris is a member of Epstein, Becker and Green. Owners and developers of health care and other facilities throughout the United States appreciate that he has the transactional and litigation experience needed to handle all aspects of their sophisticated construction projects, from the creation of custom design and construction agreements to creative and efficient dispute resolution.

Modern construction projects work on strict timelines with high stakes, and clients depend on Christopher’s robust knowledge of the construction industry to guide them through the nuanced planning stage to negotiate design and construction agreements. They also rely on him for his deep understanding of the operational challenges that often arise mid-project. Kathy Reep

Kathy Reep has more than three decades of leadership experience in the healthcare industry. Her hospital setting expertise is in compliance, financial advisory, reimbursement, and managed care. Kathy has helped with Medicare, Medicaid, workers' compensation, reimbursement, and many other complex programs and issues. She is a thought leader and provider educator, helping hospitals navigate regulations and the impact of change.

Prior to joining PYA, Kathy served as Vice President of Financial Services with the Florida Hospital Association. She also held longtime hospital positions, as well as roles working in patients' business, internal audit, systems management, diagnostic-related group management, and as a reimbursement director.

Kathy received her Bachelor of Arts in English from the University of Central Florida and her Master of Business Administration, Healthcare Focus from Rollins College. Matt Wolf

Matt is a director and senior health care analyst with RSM's national health care practice. He has 10 years of business valuation experience and leads the national health care business valuation consulting team. His senior analyst responsibilities include advising the firm's health care clients and client servers as they work to navigate the rapidly changing industry environment. Valerie Howell, MSN, MBA, RN, NEA-BC

Val is a Manager at RSM in Houston. With over 20 years of experience in the healthcare industry, Val is a transformational leader with a proven track record of success. She has served in various executive roles including Chief Nursing Officer/Vice-President and Administrative Director over various service lines in both the academic, community and public health settings. Throughout her career, Val has been awarded top leadership accolades including the American Association of Critical Care Nurses "Circle of Excellence" top twenty nurses in the U.S.

Val has led numerous projects in her career and collaborates well with all members of the healthcare team including nursing, physicians and ancillary services. Her knowledge of various databases and data analytics have enabled her to be data-driven in her approach to projects. Beryl Ramsey Finlan, MBA, FACHE

Beryl is a National Healthcare Leader with RSM. As a tenured executive with over 25 years experience in the healthcare industry, she has worked in various organizations including large academic centers and critical access hospitals. She has a great understanding of healthcare operations with a focus on financial excellence and healthcare operations.

Beryl has been responsible for strategic and operational priorities in numerous practice areas. Prior to RSM, she served as a Regional and Division President, responsible for P & L and strategic growth for 15 to 40 hospitals in 10 different states. She also served as an internal corporate consultant for markets across a large healthcare system, including working with joint ventures with nonprofit systems. Jon Hilton

Jon Hilton is Shareholder-in-Charge of LBMC’s Data Insights practice. As a senior data leader, data strategist, and data scientist, Jon helps organizations leverage data to achieve their business goals and objectives.

He is a client facing business leader and engagement manager who leads teams of data professionals to successfully execute data projects. His leadership style pushes for action, and he is adept at pivoting an organization from digital strategy to executing on a roadmap.

Jon’s technical skills include Python, Machine Learning, AI, and Deep Learning. His communication style bridges business and data conversations with senior executives and organizational leaders.

Jon served in the U.S. Army from 2004 – 2009. As an Officer and Leader, he was awarded the Bronze Star and Army Commendation Medal.

Jerry Vagnier, LCSW

Jerry Vagnier, Licensed Clinical Social Worker (LCSW) earned a MSSW from the University of Tennessee in 1988 and received his BA in psychology from Maryville College in 1985. Vagnier joined the Helen Ross McNabb Center's staff in 1988 as a children and youth therapist. He served in a number of clinical management positions before moving into administrative roles at the Center. As Vice President of Operations and as President he was responsible for day to day operations of the Center. Now as CEO Jerry is responsible for both the Center and the Helen Ross McNabb Foundation oversight, day-to-day operations, and strategic planning. During Jerry's tenure as CEO the company grew from $38 million to $88 million over a 9 year period with a workforce of approximately 1,400 spanning 31 counties in East Tennessee.

Jerry is well known in the community as a servant-leader both professionally and personally. Jerry's contributions to the field of behavioral health care in East Tennessee spans over 35 years. Each year marks progression and achievement in both improving current programs and creating new innovative systems of care. He promotes collaborative relationships and approaches partnerships from a win-win perspective. Jerry's vision and creative ability to find solutions for needs in our community shows his outstanding leadership and professionalism. Jerry has core values of service, integrity, excellence, diversity/inclusiveness and accountability.

Jerry led a statewide coalition in 2016 to advance a request for state funding to address the opioid crisis in our state. Initially a $6 million allocation by Governor Haslam parlayed into nearly $24 million in state and federal funds to address the statewide crisis. Additionally, he led a statewide initiative in 2021-2022 to improve rate reimbursement for mental health organizations that resulted in over $30 million in state and Medicaid funds to address wage improvement in the industry. Currently Jerry serves a Legislative chair for the Tennessee Mental Health Association (TAMHO). Previously he served as President of TAMHO (2019) and legislative co-chair with the Tennessee Association of Alcohol, Drug, and other Addiction Services.

Stephen Loyd

Dr. Stephen Loyd is an Internal Medicine/Addiction Medicine physician who graduated medical school and residency from the James H. Quillen College of Medicine at East Tennessee State University. He currently serves as the Vice-President of the Tennessee Board of Medical Examiners.

Dr. Loyd was the Assistant Commissioner (Opioid Czar) for Substance Abuse Services in the Tennessee Department of Mental Health and Substance Abuse Services in Governor Bill Haslam’s administration. He has served as an expert witness in more than twenty federal and state cases against physicians who were improperly prescribing controlled substances. Dr. Loyd was named an Advocate for Action by the Office of National Drug Control Policy (ONDCP), an office of the President of the United States.

He has delivered over five hundred educational lectures on addiction and treatment of opioid use disorder and proper prescribing of controlled substances. Dr. Loyd was an original member (still active) of the Treatment of Chronic Pain Guidelines Committee which defined pain treatment for providers in the state of Tennessee. He has worked as an Addiction Medicine Physician in both the inpatient and outpatient settings, specializing in the treatment of opioid dependent pregnant women.

Dr. Loyd has served on multiple drug courts in Tennessee and remains an active participant in drug court in the 4th Judicial District under Judge Duane Slone. He has worked with multiple community level anti-drug coalitions from Johnson County to Shelby County and has worked with all levels of state law enforcement, mainly the Tennessee Bureau of Investigation.

He currently serves as Chief Medical Officer for Cedar Recovery in Tennessee and is the current Chair of the Tennessee Opioid Abatement Council appointed by current Tennessee Governor Bill Lee. Dr. Loyd has been in recovery from opioid and benzodiazepine addiction since July 8, 2004.

Mary Shelton

Mary Shelton is the Executive Director of Tennessee's Opioid Abatement Council. As Executive Director, Ms. Shelton provides day-to-day leadership, management, and oversight for the functions of the Council, directly supports Council members, and will supervise Council staff. She was selected by a unanimous vote of the Council's membership at their first meeting on July 8, 2022.

Ms. Shelton was previously the Director of Behavioral Health Services at the Division of TennCare where she provided end-to-end oversight of all mental health and substance use disorder Medicaid benefits for 1.4 million TennCare beneficiaries, including annual expense management of $500 million. She directed the design, implementation, and operations of TennCare's statewide buprenorphine and methadone Medication Assisted Treatment programs which serves 12,000 TennCare beneficiaries annually. Ms. Shelton oversaw behavioral health and primary care integration efforts and the value-based payment programs for multiple provider-level programs.

Ms. Shelton has worked for the State of Tennessee for more than 26 years, serving Tennesseans at both the Division of TennCare and the Department of Mental Health and Substance Abuse Services. She has her undergraduate degree from Tennessee Technological University, graduate degree from Trevecca Nazarene University and is currently pursuing a Master of Public Health at East Tennessee State University.

Philip J. Lay, CPA

Jason Lay is the Vice President and Chief Financial Officer for the McNabb Center located in Knoxville, Tennessee. The McNabb Center is the region's leading nonprofit provider of mental health, substance use, social, and victim services.

In the Center's 74-year history, Jason is the first person to hold the CFO position. He is a Licensed CPA in the State of Tennessee, and his career specializes in Governmental and Nonprofit Accounting. Jason is an active volunteer in both professional and community areas where he currently participates on the TSCPA Health Care Conference Planning Committee, the TSCPA Governmental & Not-For-Profit Conference Planning Committee and serves as the Treasurer of the Tennessee Association of Mental Health Organizations.

Anna Grizzle, JD

Anna is a healthcare partner at Bass, Berry & Sims. She focuses her practice exclusively on helping healthcare clients address healthcare regulatory matters. Christopher Kuehl

Dr. Chris Kuehl is a Managing Director of Armada Corporate Intelligence. He provides forecasts and strategic guidance for a wide variety of corporate clients around the world. He is the chief economist for several national and international organizations – Fabricators and Manufacturers Association, National Association of Credit Management, Finance, Credit and International Business and the Business Information Industry Association. He is also the economic analyst for several state accounting societies – Missouri, Kentucky, Tennessee and Kansas.

Prior to starting Armada in 1999 he was a professor of economics and finance for 15 years – teaching in the US, Hungary, Russia, Estonia, Singapore and Taiwan. He holds advanced degrees in economics, Soviet studies and East Asian studies.

Chris is the author of Business Intelligence Briefs and Executive Intelligence Briefs - both publications from Armada. He is also responsible for the Credit Manager's Index from NACM and Fabrinomics from the FMA.
